FISHERIES IMPACT ASSESSMENT AND PERMITTING

2021 Nova Gas Transmission Ltd (NGTL) System Expansion Project, TC Energy, Calgary, AB

5SSR worked with TC Energy and Wood to obtain a Fisheries Act Authorization, with provisions under the Species at Risk Act, for impacts to Critical Habitat of Athabasca Rainbow Trout and Bull Trout (Photos from federal recovery strategy documents).

5SSR was retained by Wood to support TC Energy with environmental permitting requirements associated with TC Energy’s NGTL 2021 Expansion Project. The project includes a new pipeline right-of-way that crosses numerous watercourses listed as critical habitat for Athabasca Rainbow Trout and Bull Trout. Due to the project-related impacts to the watercourse and riparian zone, Authorization was required under the federal Fisheries Act and Species at Risk Act. 5SSR worked with Wood and TC Energy to assess and quantify the project-related impacts, design and quantify the offsetting measures, and obtain the required regulatory approvals to complete the project. The approval process involved several meetings with DFO to reach agreement on suitable offsetting measures that could be completed along the new right-of-way and along the adjacent right-of-way; a condition of the Authorization. The project involved five separate applications associated with the five construction spreads. DFO and SARA provided one Authorization for the entire project. 5SSR will continue to support TC Energy and Wood through construction and during post-construction monitoring.
